About Jim Toscano CFSA
Serving as an Attorney and Chief Legal Counsel for Washington, D.C.'s Child and Family Services Agency (CFSA) is James P. Toscano's second career, one on which he embarked after spending over 20 years in the United States Navy. James P. Toscano received his Juris Doctor from the Columbus School of Law at The Catholic University of America in May 1999, and he graduated cum laude and in the top 12 percent of his class. James P. Toscano also holds a Master of Science in Strategic Plans and Policy from the National Defense University's National War College and a Master’s degree in Human Relations from the University of Oklahoma, from which he graduated with a 4.0 GPA in 1985.
James P. Toscano also earned a Bachelor of Science in Education from Pennsylvania’s Slippery Rock University. After graduating from law school, James P. Toscano continued his service in the Navy until 2001. James P. Toscano then worked as a Civil Litigator for Allen, Johnson, Alexander and Karp, where he was responsible for both pretrial and trial matters. James P. Toscano began working for the Washington, D.C. Office of the Attorney General in 2004, in which position he put his law degree to use in several ways. James P. Toscano first served as a Trial Attorney responsible for prosecuting juvenile felonies and misdemeanors, parental abuse and neglect, and truancy.
In August 2005, James P. Toscano was promoted to Acting Section Chief of Child Protection Services, where he oversaw personnel matters and the day-to-day activities of his office. In 2006, James P. Toscano earned promotion yet again to Deputy General Counsel for the CFSA, where he worked with Child Protection Services and CFSA to assist neglected children. James P. Toscano became Chief Legal Counsel for the CFSA in 2008, a position he still fills today, and he holds responsibility for duties ranging from personnel matters and contracts to proposing and advocating legislation and monitoring the attorneys serving under him.
