Brett Messing
After 20 years in the financial services industry, Brett Messing accepted the roles of Senior Advisor to Los Angeles Mayor Antonio R. Villaraigosa and Chief Operating Officer of the Los Angeles Mayor’s Office of Economic & Business Policy. These positions called for Brett Messing to provide advice to the Mayor on economic matters as well as overseeing the Port of Los Angeles and the Los Angeles Department of Water and Power. Among his accomplishments at City Hall, Brett Messing secured a deal with Chinese electric car maker BYD AUTO to establish its U.S. headquarters in Los Angeles, created a local preference policy for city procurement, and ensured the implementation of a new business tax holiday and Internet business tax relief. He also negotiated a deal with Gensler, a global architecture and design firm, to move its office and 250 jobs from Santa Monica to Los Angeles. Prior to joining the Mayor's staff, Messing was the Managing Partner at GPS Partners, a $2 billion hedge fund that invested primarily in energy stocks. Messing founded GPS Partners in 2005, and he was responsible for portfolio management, raising capital, and oversight of business operations. The firm emerged as the fastest growing hedge fund in 2007. Following the historic market turmoil of 2008, Messing decided to redeem GPS Partners' investors in the fall of 2009. In 2011, Brett Messing joined C40 Cities, which is chaired by Michael Bloomberg, as a Senior Advisor, helping with the restructuring of the organization's relationship with the Clinton Climate Initiative. Messing also serves as the Terence M. Considine Visiting Senior Research Fellow at Harvard Law School. A resident of Los Angeles, California, Brett Messing holds an Artium Baccalaureus in Political Science from Brown University and a Juris Doctor from Harvard Law School.
