Anthony Wayne Hawks
Anthony Wayne Hawks is a practicing attorney and an active member of the District of Columbia Bar. As sole practitioner at his firm, Hawks Law Office, he is one of the nation's leading attorneys serving the print industry. Since starting the firm in 1996, Anthony Hawks has represented hundreds of print industry clients in government bid protests, contract appeals, monetary claims, and other government contracting issues. Hawks is also the former President of a Pennsylvania-based print management firm, e-LYNXX Corporation, which he co-founded in September 1999. He continues to serve as the e-LYNXX Chief Legal Officer, handling or supervising all of the company's legal matters and overseeing the building, licensing, and enforcement of its patent portfolio.
Anthony Hawks started his government contracts practice in 1992 with the Fairfax, Virginia firm of Furr & Brownell. As a partner responsible for a general commercial litigation and government contract practice, Hawks acted as lead counsel on various cases involving breach of contract, government contracting appeals, unfair competition, and other matters. In April 1995, Hawks left Furr & Brownell to serve as counsel for the Northern Virginia firm of Rust & Rust before starting the Hawks Law Office in Alexandria, Virginia.
Anthony W. Hawks is also a writer on constitutional law issues, holding a Bachelor of Arts in Political Science and a Master of Arts in International Law, before earning his law degree at Georgetown University Law Center. Through his blog, Making Amends (www.constitutionalconvention.org), Hawks focuses on current proposals for constitutional amendments and the amendment process itself under Article V of the U.S. Constitution. His most recent entries have explored the implications of the recent debt ceiling debate for the Balanced Budget Amendment and why advocates and opponents have both mischaracterized the Balanced Budget Amendment and what it would actually accomplish. In September 2003, he published a paper for the Cato Institute on a novel form of line item veto titled “The Balanced Budget Veto: A New Mechanism to Limit Federal Spending.” More recently, Hawks co-founded Amend America, a political networking site focused on constitutional reform through the Convention Clause of Article V of the Constitution. In addition to co-founding the organization, Hawks also serves as its Legal Director.
